Call for Consultancy Proposals: AFFM Tanzania – Business and Technical Intervention for Risk Mitigation
The African Fertilizer and Agribusiness Partnership (AFAP) is seeking for an experienced consultant in risk mitigation and project monitoring, to assist in conducting business and technical intervention for risk mitigation and preparing the monitoring instruments for the trade credit guarantee project:
The appointed individual will be responsible for the following tasks:
To develop credit guarantee monitoring instrument for the trade credit guarantee program which has the following features:
- Able to have account ledgers for each Supplier and Hub Agrodealer
- Able to capture sales of different types of fertilizers to Hubs, the volumes, value, repayment dates
- Able to classify debts on different ages 30, 60, 90 days and loss for above 90 days
- Able to capture data on settled claims of 50% of loan loss
- Be web based to link data between Suppliers- Individual Hubs- AFAP for fertilizers sold on credit to Hubs under the Trade Credit Guarantee
- Can track recoveries for claimed guarantees
- Capability to be linked through different mobile network operators
- Used for online login of claims
The assignment is to be completed within 20 days including writing a report.
To conduct business and technical intervention for risk mitigation:
- Identify potential risks as per risk assessment and financial analysis reports conducted to fertilizer suppliers and Hub Agrodealers
- Draw lessons from previous credit guarantee projects and develop modules to be used in capacity building
- Conduct capacity building to suppliers and hub agro dealers taking part in the trade credit guarantee
The assignment to be conducted in 20 days each year for two years
REQUIRED EXPERIENCE
- Master’s or Doctorate Degree in M&E, Project management, Economics or other related discipline
- A minimum of 5 years of practical experience on designing of Monitoring Instrument
- Possess knowledge of Tanzania agriculture/fertilizer subsector
- Experience on conducting similar activities before
- Relevant experience on agro inputs sector in Tanzania
- A general understanding of the Fertilizer Industry (products and practices) in Tanzania
- Proficiency in English and Swahili
- Experience on working with international organizations
